I just found this little trick.
"We are short staffed so we have to consolidate polling places"
The county of San Luis Obispo, ca. removing places where the ballots can be dropped off. Will that make people decide to just drop them off in the mail?
Nice way to confuse some voters if they don't know and having the ballots put in the mail, is preferable than in locked ballot boxes.
