Here were my thoughts:

WHY would Russia tell the world?

So does this mean that everything in between the lines are related? My guess is that they are telling the world to stop some sort of further bad action.

Reason I saw this is because I think the "Dead cat bounce" is some sort of marker in the drops and it seemed to be a red day in the market today. Wondering if this is some sort of link or if Q is talking about another subject I am missing.
