Trump was and IS POTUS but since the Fed Govt has been shutdown, there is no need for a POTUS so Trump is fulfilling the separate and distinct role of CiC. Lincoln did the same thing.
Trump declared multiple National Emergencies. Congress is required to respond to Officially Declared National Emergencies by passing legislation to either continue and address the NE or pass legislation to end the NE. They failed to address them at all. They failed to uphold their Oath of Office.
Since they failed to do their job, Trump lived up to his Oath of Office and empowered the military to take control under his leadership as CiC. We have been living under Military Occupation and the Updated Law of War Manual ever since.
Military is the only way.

If POTUS shut down the federal govt. then there is no need for a POTUS during that time so CiC is now Trumps role. He teased us about it at numerous rally's saying he might be President for 8 or 12 years. Drove the MSM nuts. Trump became a wartime president under EO 13818.
