Theory, 13818 cut the strings of the various groups controlled by Gladio/Condor/etc. from the top but left floating a bunch of people that have actually become communist/fascist useful idiots and a lot of their string pullers up a step whose power is dependent on even higher ups. We're just seeing the dismantling.
