Anon agrees it's a parable. Anon pointed out "waters" in Genesis would not have stood for "people, multitudes, etc." since they had not been created at that point. (You) had previously posted that "waters" stood for those things, in reference to some else's comment about "waters above".
In Revelation, "waters" does stand for those things. But not in the first part of Genesis.
