there was another news story about this a few years back, wish I could remember more details but this happens in places especially like Africa also where thy have those street side money exchanges. Counterfeit fiat currency, the joke is in there somehow. Either way they can flood the foreign markets with fake cash none the wiser. So it artificially also stokes the dollar market because of false demand.
