Further digging led a teammate to this article: http://www.capitalgazette.com/lifestyle/health/ac-ce-column-mickler-20180516-story.html) I don't know for sure how they arrived there via Sandra O'Niell, but it turns out that Anne Arundel County (where Annapolis is seated) has joined a national incentive called "Stepping Up" which seeks to reduce the number of people with mental illness in jails. (Sounds like a great opportunity to have Deep Dreamers running around just waiting to be triggered, yeah?)
