To get the bad people off the ballot is to have a vote to begin with of who is on the ballot. That is an election process too. The way I designed the system it doesn't matter if you have one or one thousand candidates to vote on as you can only pick one. Then a simple take top 5 or X would give you candidates that the people actually voted for. Problem solved.
