>If you give up TRANSPARENCY 100% then you can get an electronic system with eRRoR correction.
Wrong, you do not have to give up transparency at all. The way systems work is that the server has a private key that encrypts that none of the users can bad practices are followed. What I propose is a private key based on you and your information that lives on your machine that no user nor server knows. Server side is one key to millions of votes, client side is a unique encrypted key on your device such as a tablet, cell, or computer that is different for every machine not only based on the device itself but in addition the information that you provided such as contact info, form of id: SS, DL, or Passport, who you voted for. If you are wrong about even a single period, it won't return a ballot plus you would have to know what one of the thousands of combos of encryption algorithms that was used with that information to return the hash so you can retrieve a ballot. Even if you could manage to ever do that in your lifetime, it would still only affect one vote.
