I checked the website and did not find any "refugee" class under those eligible for the program. The Wallstreet tweet says the program has been updated to include refugees. I cannot find this update.

• individuals referred to an employer following completion of a rehabilitation plan or program;
• individuals whose families are recipients of supplemental nutrition assistance under the Food and Nutrition Act of 2008;
• recipients of supplemental security income benefits under title XVI of the SSA;
• individuals whose families are recipients of state assistance under part A of title IV of the SSA; and
• individuals experiencing long-term unemployment.

Every refugee at least in AZ comes in and is assigned a case manager from a resettlement agency such as the International Rescue Committee or Catholic Charities. The Case manager Submits the application for Nutrition Assistance, Medical Assistance, and Cash Assistance. "illegals" do not qualify, meaning that if they don't have a qualified status, they can't get approved for Public Benefits. Refugees, Parolees from Cuba and Haiti, Special Immigrant visa holders, Asylees are all potentially eligible for these public benefits which then if hired by these companies will qualify for the WOTC."
