Design, permitting, and construction of a new facility is going to run 6 months at the ABSOLUTE earliest, assuming its a basic facility and all the specs are well established for electrical, HVAC, and other mechanical considerations.
The only way 2-4 weeks is possible is if a turnkey facility is already up and running and they just move the processing equipment in.
