WASHINGTON, Dec. 1 (AP) —Files concerning the Federal Bureau of Investigation's wiretaps of reporters and Government officials were moved to the White House on orders of President Nixon because of fears that J. Edgar Hoover might use them to blackmail the President, according to testimony by John D. Ehrlichman the former Nixon adviser.
Mr. Nixon issued the orders after being told of fears by Robert C. Mardian, an Assistant Attorney General, that Mr. Hoove, then the F.B.I. Director, might order agents to break into the Justice Department and remove the files, Mr. Ehrlichman said.
Mr. Mardian gave similar testimony before the Senate Watergate committee in 1973. The Ehrlichman testimony was in a deposition filed today as part of a civil suit challenging the legality of the wiretaps. The suit was filed by a former White House aide, Morton Halperin, whose phone Was tapped for 21 months.
Embarrassment Feared
Asked how Mr. Hoover might blackmail the President, Mr. Ehrlichman said: “By threatening to disclose it [the taps], and using the political embarrassment to secure whatever he wanted from the President.”
The wiretaps of 17 reporters and Government officials between May 1969 and February 1971 were ordered in an attempt to stop suspected leaks of classified information to the press.
Mr. Ehrlichman said that Mr. Nixon had ordered the records moved to the White House and that a special safe and burglar alarm had been installed. The records were found in Mr. Ehrlichman's White House safe in May 1973.
