Sex charges sink Serbian minister

Vuk Obradovic

Obradovic spoke of suicide if claims were proved

The Serbian parliament has voted overwhelmingly to oust Vuk Obradovic from the post of deputy prime minister following sexual harassment charges by female members of his party.

Serbian Prime Minister Zoran Djindjic

Prime Minister Djindjic denied conspiracy claims

The minister had denied the claims, insisting that he was the victim of a conspiracy to remove him from a state anti-corruption board.

The vote in parliament was held after Mr Obradovic refused to step down when the allegations first surfaced a month ago.

At the time, a no-confidence vote by coalition party leaders went against him, but he clung on.

In Monday's vote, Mr Obradovic was fired by 142 votes to 20.

No deputy prime minister anywhere in the world would give the opposition an opportunity to discredit the government because of an alleged sex scandal

Serbian Prime Minister Zoran Djindjic

The former general, who leads the Social Democratic Party, had made an emotional address to the parliament.

He denied claims that he had sexually harassed either female party officials or female parliamentary deputies at work.

Suicide threat

Mr Obradovic told deputies in his address that he would commit suicide "if any of these gruesome accusations are proven before the court.

"In that case I will be my own judge and executioner," he said.

Despite losing his position as deputy prime minister, Mr Obradovic retains his parliamentary seat. But he also faces a law suit claiming that he cannot hold on to his job as party president.

Both Mr Obradovic and his former party colleagues have begun legal proceedings against each other.

Preserving integrity

Serbia's Prime Minister, Zoran Djindjic, dismissed claims of conspiracy against Mr Obradovic, and said that the government's main concern was to preserve its integrity.

"I have no objections regarding Obradovic's work… but no deputy prime minister anywhere in the world would give the opposition an opportunity to discredit the government because of an alleged sex scandal," Mr Djindjic said.

Mr Obradovic had been appointed earlier this year to investigate allegations of widespread corruption and abuse of power by the regime of former President Slobodan Milosevic.

Mr Obradovic was removed from the investigation when the sexual harrassment claims were first made public, as the government wanted to avoid further embarrassment.

Before his political career, he was a professional soldier who later became the youngest general in the Yugoslav People's Army. He held a PhD in political studies, having defended a thesis on issues of nationalism in Yugoslav society. He resigned from the Army in May 1992, when the government refused to withdraw Yugoslav Army conscripts from fighting in Croatia.

After leaving the army, he formed the Social Democracy political party and remained its leader for almost 10 years. In 1997, he stood as a candidate in the Yugoslav presidential elections winning 3.04% of the popular vote.In 2000, he joined the Democratic Opposition of Serbia which finally toppled Slobodan Milošević in October that year. He became the deputy prime minister in the Government of Serbia tasked with leading the drive against corruption. In May 2001, he was forced to resign due to an allegation of sexual harassment of a female aide Ljiljana Nestorović, leading to the break-up of Social Democracy party into two factions.

In 2002, he was once again a candidate in the presidential election, this time winning only 0.73% of the popular vote.

He entered active military service at his own request on May 20, 1992. The reason was, as he says, an unfulfilled promise to the parents that their children would be returned to them, then the JNA soldiers would return from war in Croatia and Bosnia and Herzegovina by May 19, 1992. After the end of active military service, he engaged in entrepreneurship. He was a member of the League of Communists, spokesman of the General Staff of the Yugoslav Army, head of the administration for moral education of the Federal Secretariat for National Defense. When he left the military service, he turned to private business and founded Social Democracy, which, according to some sources, was materially assisted by the Serbian businessman Bogoljuba Karica. His brother, Pavic Obradovic, was a deputy of the Socialist Party of Serbiaand vice president of the Assembly of Serbia. Social Democracy was a member of DOS, and with the change of regime, Vuk Obradovic was appointed as the vice-president of the republican government and president of the Anti-corruption Commission under the Government of Serbia. Because of the sexual affair, the leadership of DOS decided by an absolute majority in the middle of last year that Vuk Obradovic could no longer hold state functions. The party begins to split into Orlic's and Obradovic's wings, court cases begin and two parties emerge: Social Democracy and Orlic's SD, which over time and cooperation merged with the Social Democratic Union. Vuk Obradovic's Social Democracy is defined as a "political party of the left center of social-democratic orientation". The program of the Social Democrats states "That is why it relies on broad social strata in its actions. Social democracy stands for the radical transformation of society through political, constitutional, economic reforms… Personal happiness, material well-being and social and overall security, creative development of every citizen, prosperity, democratic organization and the development of the national identity of the Serbian, every other community and society as a whole, are leading values that guide the party's actions.
