Sorry to respond to an obvious shill slide but, but so the anons understand…
You don't have to actually build an invention and demonstrate to the examiner that your half-baked idea works to get a patent.
Some of this stuff was cooked up either to make Senators believe that we had a Mind Control Gap with the Russians to get those Senators to approve research $$$, or it was to make the Russians think they had a technology Gap with us to get them to wast lots of $$$ on research that would never pan out.
The later is what most of that UFO disinformation was all about.
