The Office of the Attorney General has drafted and submitted for consideration a set of rules for the chemical castration pilot program signed into law more than eight years ago.

The program was mandated by Public Law 33-67, enacted in September 2015, which required the Department of Corrections to establish a pilot hormone or antiandrogen treatment program – chemical castration – for persons convicted of sex crimes and eligible for parole or post-prison supervision.

Under the law, DOC was required to screen convicted sex offenders eligible for release within six months on parole or post-prison supervision for their suitability for hormone or antiandrogen treatment, refer persons most likely to benefit from the treatment to a physician for evaluation, and refer those persons not medically contraindicated to a physician to begin hormone or antiandrogen treatment one week before release. The parole board may require the treatment as a condition of parole or post-prison supervision.

DOC was also required to adopt rules pursuant to the Administrative Adjudication Act.

However, the program was never implemented.
