since criminal negligence should be covered by the owner's insurance, then they should have to foot the price of rebuilding, not the federal american government, which is the american taxpayer's money

they've also been sued by the u.s federal government before for not maintaining their vessels and settled each case out of court

if i'm driving a big rig on the interstate and a tire flies off killing a bunch of people on the road because of bad maintenance, then not only would i be charged with manslaughter, but the company i worked for would be charged with negligence and have to pay damages, not the taxpayer
