Actually standard operations is to prep for dropping anchor so only the last step is required when traversing risky areas.

 

You might not do this if you had active tugs because of the risk to them.

 

It would be criminal to not have prepped for it if you were already having engine or steering problems. Just as it is criminal for not having active tugs since they had these problems.

 

IMHO Intentional.

BTW in 1980 I proposed to disallow computers to be integrated into Shipboard automation because they could not be made fail-safe. By definition a thing had to fail reliably. Digital can fail high or low.

 

I proposed a cpu that would use toggling as high and static as low. Obviously no one listened and chose to go with 'redundant' rather than fail-safe. It was a violation of the law, but no one cared.
