Was The Key Bridge Hit was a Kill Code?

After the Crocus City Hall attack, there was a clean up job. The owners/masters torched it to destroy the eveidence. Then after the terrorists were identified & heat came on the Azerbaijan Laundromat & Aliyev/Agalarov families, the bridge was hit.
