Officials identified two victims whose bodies were pulled from the water Wednesday morning. They are identified as Alejandro Hernandez Fuentes, 35, of Baltimore and Dorlian Ronial Castillo Cabrera, 26, of Dundalk.

"Our hearts go out to the eight families that are forever changed," CASA executive director Gustavo Torres said. "These construction workers are absolutely essential. They work on the night shift to repair a bridge that 30,000 cars and people use every day."

Dashboard camera video obtained by 11 News shows a driver traveling along the bridge about two hours before it collapsed. The video shows the trucks and cars parked inside a construction zone, along with the contractors there to patch potholes on the roadway.

Two workers survived. Maynor Sauzo Sandoval is among those still missing. Originally from Honduras, he now lives in Owings Mills. He is married and the father of two children. He came to the U.S. 17 years ago.

Through an interpreter, Sandoval's brother spoke with 11 News.

"We have been more than concerned about something that identifies our relative, that he will be rescued and will not be forgotten at the bottom of the sea. We are leaving a happy guy who motivated the family, a guy who was aware of everything. If he hurts, it hurts us," his brother said.

The wife of construction worker Miguel Luna told Telemundo that he too was working on the bridge at the time. She has not heard anything about him since the collapse. He has three children, is originally from El Salvador and has lived in Maryland for more than 19 years.

"We know they were hard workers. We know they loved soccer. We know they loved their families," Torres said.

"My promise to (families) is this: I will devote every single resource to make sure that you receive closure," Gov. Wes Moore said.
