Why did the US Vice Admiral have to tell us that the hazardous material on the cargo ship that crashed into the bridge is not a public safety concern?

What’s on the ship? Is it important that the ship is stuck where it is? Is this another EverGrande?

Me thinks there might have been a militia on that ship with weapons ready to do a boogaloo, just like in the Command and Conquer series….

Black hats like to kill lots of people when they FF, but not this time? If you had to stop a ship from sailing without suspicion and panic, how would you do that?
