No. Not every filing is an indictment. That's a myth. The 40,000+ includes subpoenas and other filings.
Maybe, but a lot (most) of them are overlaps. Nobody knows until they are unsealed. The overwhelming majority are subpoenas. A few thousand people would not be surprising. People just need to gauge their expectations appropriately.
