Kremlin urges Telegram to work harder to prevent terrorism

A chat on the popular app was allegedly used by organizers of the concert hall massacre in Russia to recruit the perpetrators

 

Telegram should work harder to deny terrorists the use of its platform, Kremlin spokesman Dmitry Peskov has said in the wake of the Crocus City Hall attack.

 

The alleged perpetrators of the massacre last Friday were reportedly engaged by the organizers though a Telegram group, whichwas operating in the name of the Afghanistan-based splinter organization of Islamic State (IS, formerly ISIS).

 

Peskov was asked on Thursday whether the messenger app faces a ban in Russia because of this. He said this is not the case, but urged the owner, Pavel Durov, to “pay more attention” to the misuse of the platform.

 

”This unique and technologically phenomenal service, which flourished in our generation, is increasingly becoming a tool for terrorists, used for terrorist purposes,” Peskov told Russian online tabloid Life.

 

The Dubai-based Russian-born tech entrepreneur and champion of free speech has faced accusations of insufficient moderation on the platform for years. Telegram's ‘renegade’ reputation is at odds with its goal of profitability, as large advertisers tend to shy away from controversy, the Financial Times said earlier this month.

 

Durov told the British newspaper that he hasplans to “deploy AI-related mechanisms to address potential issues,” but as a matter of principle, he believesTelegram should not be “policing people in the way they express themselves” in most cases.

 

Russia identified four people as the suspects directly involved in the gun and arson attack, which claimed over 140 lives. They were intercepted hours after the rampage in a Russian region that borders Ukraine.

 

President Vladimir Putin has described them as radical Islamists. He alsosuggested that Islamic State Khorasan, which claimed credit for the attack, may not be the actual mastermind.

 

A spokeswoman for the St. Petersburg court system, Darya Lebedeva, reported on Wednesday that a man who was allegedly a member of the same Telegram chat was found to be in violation of Russian migration laws. A judge ordered his deportation, she said.

 

According to sources in law enforcement cited by Russian media, thegroup in question was tailored for Tajik audiences and has since been deleted.

US state media defends ‘compassionate’ terrorist suspect

An American propaganda outlet deemed one of the accused over the Crocus City Hall massacre to have been a “happy young man”

 

A US government-funded news outlet has come to the defense of one of the alleged perpetrators of last week’s concert hall massacre near Moscow. The man, who is accused of taking part in the killing of 140 people,has been described in a Radio Free Europe article as “very compassionate.”

 

Muhammadsobir Fayzov was caught by Russian security forces near the Ukrainian border on Friday and formally arrested at a Moscow court on Sunday. Along with three other Tajik nationals, Fayzov is accused of carrying out a mass shooting at the Crocus City Hall, a concert venue northwest of Moscow, on Friday. As of Wednesday, the attack has claimed at least 143 lives.

 

Although Fayzov was allegedly responsible for the deadliest terror attack on Russian soil in two decades, he has been portrayed by Radio Free Europe/Radio Liberty’s Taijik branch as a kind and caring young man.

 

“He was the best kid in the family. He was very compassionate,” Fayzov’s mother told RFE/RL. “He loved his cousins. He loved his friends’ weddings. He danced with the boys at parties. He was a funny boy, but no one complained at school. He actively participated in school activities.”

 

“He was afraid of hurting someone, and someone probably set him up,” his mother claimed.

 

Based on a glance at Fayzov’s social media accounts, RFE/RL determined that the accused murderer “seems to be a happy young man and a good worker.” The news outlet also spoke to Fayzov’s employer, who described him as a skilled worker.

 

RFE/RL has run similar stories on Fayzov’s accomplices, interviewing relatives who described alleged gunman Faridun Shamsiddin as “very timid,” and Saidakrami Rachabalizod – who pleaded guilty to his role in the attack – as someone who “could not kill a chicken.”

 

A terrorist group calling itself Islamic State Khorasan (ISIS-K) claimed responsibility for the massacre. Russian President Vladimir Putin said on Monday that while the attack “was carried out by radical Islamists,” further investigation is needed to determine “who ordered it.” Putin and Federal Security Service (FSB) Director Aleksandr Bortnikov have both suggested that Ukrainian agents or officials may have been involved.

 

The US and EU have insisted that ISIS-K was solely to blame, denying that Ukraine had anything to do with the act of terrorism.

 

Originally founded as a CIA cut-out after World War 2, RFE/RL – which is funded by the US Congress– spearheaded Washington’s Cold War-era anti-communism propaganda efforts in the Soviet Union and Eastern bloc. RFE/RL has been considered a “foreign agent” by the Russian authorities since 2020. In 2022, it was blocked in the country for spreading “fake news” about the conflict in Ukraine.

MOSCOW, March 28. /TASS/. Russia will bring everyone responsible for the crimes of the Kiev regime to justice, Kremlin Spokesman Dmitry Peskov said.

 

Commenting on the report of the Office of the UN High Commissioner for Human Rights, the spokesman said: "All war crimes [committed] by the Kiev regime are thoroughly documented." According to him, the report of the Office of the UN High Commissioner for Human Rights comes as no surprise to the Russian side.

 

"We were well aware of these crimes. And, of course, we will make sure that those behind these crimes are duly punished," Peskov pointed out.

 

Earlier, the Office of the UN High Commissioner for Human Rights published a report aboutRussian prisoners of war being tortured in Ukraine. Human rights activists met with 44 Russian prisoners of war held in detention facilities in the Dnepropetrovsk, Kharkov, Lvov, Nikolayev, Sumy, Vinnitsa and Zaporozhye Regions from December 1, 2023 to February 29, 2024. Prisoners "provided credible accounts of torture or ill-treatment in points of transit after their immediate evacuation from the battlefield," the report said. In addition, the report stated that at least 25 Russian servicemen had been executed away from the battlefield in 2022 and 2023. Theseexecutions were carried out without a fair trial or proper investigation.

NEW YORK, March 28. /TASS/.American officials did not share with their Russian counterparts all the data on the planned terrorist attackat suburban Moscow concert venue Crocus City Hall for fear that Moscowwould expose US intelligence sources and methods, The New York Times reported.

 

According to its information, "the adversarial relationship between Washington and Moscow prevented US officials from sharing any information about the plot beyond what was necessary, out of fear Russian authorities might learn their intelligence sources or methods."(like Russia doesn’t know already)

 

Senior US officials said that Washington has been closely monitoring the activities of the Islamic State extremist group (IS, outlawed in Russia) in recent months. The newspaper’s sources said that during the surveillance, which included electronic intercepts, informants and other means,US agents received very specific information about plansfor a terrorist attack being prepared in Russia.

 

When asked to comment on this information, Kremlin Spokesman Dmitry Peskov said he was unaware of any such plot andurged to carefully approach the newspaper’s article.

 

"The information of The New York Times,citing sources, is information that should be treated with great caution," the spokesman pointed out.

 

On the evening of March 22, a terrorist attack targeted the Crocus City Hall music venue in Krasnogorsk, Moscow Region, just outside the Moscow city limits. At least 143 people were killed. According to the latest data, some 360 people were injured, 205 of whom received medical assistance.

 

Eleven people suspected of involvement in the terrorist attack have been apprehended, including the four gunmen, who were arrested in the Bryansk Region, southwest of Moscow, as they attempted to flee to Ukraine across the nearby border.

 

President Vladimir Putin said in a televised address that, according topreliminary information, the Ukrainian side had prepared "a window"at the border especially for the terrorists to cross undetected. He promised to identify and punish all those who were behind the attack on Crocus City Hall.

MOSCOW, March 28. /TASS/. Russia's mass media and telecommunications watchdog (Roskomnadzor) has initiated the blocking of about 600 resources spreading fake information about the organization of new terrorist attacks in Russia, the watchdog’s press service told TASS.

 

The watchdog said that after the terrorist attack on the Crocus City Hall music venue in a Moscow suburb, manynew Telegram channels allegedly informing about upcoming terrorist attacks in Russia appeared. Access to 11 of these channels was restricted. (Ukraine did this, the Kiev spy chief admitted yesterday, they use Telegram for propaganda.)

 

"In total, as of today, Roskomnadzor has restricted access to or removed about 600 such resources on all sites [of the Russian segment of the Internet]," the press service said.
