Very strange.
he government has frequencies that are assigned to it and they are not allowed to operate outside of their privileges any more than us civvies can use military/government frequencies. Most aircraft aren't even capable of receiving or transmitting at 144.74 mhz because its also outside their air band and their radios can't even tune there.
