It's well known that years and years ago thinking that they could get away with it, various unscrupulous people used web based email and would craft 'drafts'.
they would then share the account so others to whom they wanted to communicate could read those drafts.
And in that way they thought that they could circumvent various snoopy mandates for these types of employees (governmental).
however, it isn't true. Their data was still known, and that they were sharing it.
Nothing you do in the Communication space goes unmonitored. Only if you have codes that the monitors do not know about could you get away with sending supposedly secret communication. You might also think using encryption would help you however, don't trust that either.
bottom line: maybe it's not a joke for April Governance Clowns day (I am equating 'Governance Clowns' to be a synonym with 'fools')
