I think there aren't enough states.
Let's break the big states into smaller states.
California can be broken up into 5 states or so.
Pennsylvania can be Philadelphia and not Philadelphia.
New York can be Upstate NY, maybe Catskills and up, and NYC, LI, Westchester and a couple more.
Virginia can be Northern Virginia, the government part, Fairfax, Alexandria, Arlington, Falls Church, etc, and the rest of Virginia.
Virginia goes Red always and Government Virginia goes Blue always.
Pennsylvania goes Red always and Philadelphia goes Blue always.
Milwaukee goes Blue always and Wisconsin goes Red always.
Detroit goes Blue always and Wisconsin goes Red always.
Atlanta goes Blue always and Georgia goes Red always.
Portland, OR goes Blue always, Oregon goes Red always.
Seattle goes Blue always, Washington goes Blue always.
