Because the Government knows many of the conspiracy theories about them have recently come true, and they know this has seriously eroded their credibility, they are actually capitalizing on this phenomena now for their own benefit. They are creating new 'artificial conspiracy theories (Eclipse etc) to discredit and demoralize the organic research drive of those who dig into actual conspiracies. Their plan is that the populace will eventually tire of critical thinking altogether. The fatigue caused by repeatedly following the artificially-created the rabbit holes and having them never materialize over a short time will dull and discourage natural inquisitiveness. It is their hope this will turn people back towards trusting the government, over their own "failed" intuition.
