Heaven = Presence of God only
Earth = Presence of God and Satan
Hell = Presence of Satan only
It kinda makes sense that the Devil would claim the very people that God chose, but who turned around and actively denied the Promised Messiah that He sent to save all of mankind.
The Devil probably thinks that he is really clever in being able to steal God's Chosen people.
The thing is though, that God chose the Nation of Israel, not the people of Israel.
Satan is getting God's discarded leftovers and he thinks he is getting the Prime Rib.
So God still wins.
And Satan still loses.
