IQ and reading tests I think should be brought back not just to vote but perhaps also for jury duty. During muh civil rights movement it was declared illegal for people to administer such tests, BUT I think that was a huge mistake. When people are randomly selected and even in court the lawyers can petition to have jurors removed and not essentially stacking the pool with people who would be in favor or agianst depending. The concepts of citizenship need to be reevaluated. Starship troopers model, of service perhaps. Multiple ways of doing that. Back when you are talking about when the intent was, the communities were much smaller and people knew their neighbors or at least knew someone who knew someone. It is almost too large to handle at this scale currently.
