One technique that they use is ionizers to blow the air quietly into your air pathway. Theu can also use electric blowers or fans in other rooms, basements, and attics, and then use hidden pipes and vents to target an individual too. Some that are farther away may use portable air conditioner like refrigeration units from their back yards that are more powerful and more noisy. I have seen them use exhausts of vans and shut them off at stop lights, bladders from windows, extended vents from cloth dryers along fence lines, and underground pvc pipe buried into bushes. It never hurts to consider, it only hurts to be naive.
