Maybe the reporter was trying to get inside the horse's head. You know, provide some rationale as to why the horse had the collision in the first place. Like explaining why birds fly into plate glass windows. Of course the horse hit the car. It was silver, after all.
They want it to slowly crawl along as close to election day as possible.
