ThankQ, this is not law enforcement, this is a thug committing a crime. He should go to jail for 10 years minimum, regardless of what this kid did. That kid will never be the same, those cuffs are hard metal, and concrete can kill you. This is as far as I am concerned, "Attempted Murder".
