Don't think it's transponder trouble. Think it's limited network coverage and he is just barely getting picked up. Turn off military and look at all traffic in the area. You will see that only one receiver is picking up anything in the area. And the civilian stuff being picked up that far offshore is at a higher altitude. So this is likely a lack of coverage for the network and not the aircraft itself.
