By waiting until after the mid-terms, it gives the people the opportunity to have a voice in the elections and avoids the charge by the left that Trump rigged the election by filing "false" charges against Dems/anti-Trump GOP.
Trump is working very hard to make sure the GOP wins/holds Congress in the mid-term elections. But, in the end, it does not matter the outcome of the election in that the current Congress will still be in office until 2019.
RR would not be the puppet master. RR, if he is not /our guy/, is just the puppet. RR would not need the power to kill anyone. That power exists with higher-ups.

The medical clinic is interesting. It used to be a walk-in clinic (no nearby hospital). About 2 years ago, it went private.
