Unsealing involves more than just having judges in place. Criminal cases involve timing, rolling up the low level first, the the higher value targets. And the slower it goes, the more pressure it puts on the black hats. It's strategy, most of the action has to unseen. Frustrating to us, but essential for ultimate success.
Meanwhile, every day that the 40k hangs there, and keeps increasing, is another day of pain and anxiety for the cabal. I'm good with that.
