Pence had no power to do anything except adjourn the certification process, send both chambers back to their respective floors to debate, investigate the contested certifications. Only congress has the power to decide Yay, Nay. Both chambers come back in aggreence then the certification gets sent back to the state. One chamber say Yay, the other Nay, the certification is certified.

But I highly suspect that Pence knew and was in on all of it.

Not false anon. I just read the statute, Electoral Act of 1887 and nowhere in that statute does it give the "President of the Senate" the power to yay or nay a state's certification. The process as I laid out is exactly out of that statute. The amendment of this act was unnecessary but democrats do as democrats do. And, I have no idea how or why John Eastman adivsed our POTUS that the VP could do this. I would have to hear his explanation for it.
