I hope by now that we realize it will take generations to clean all this stuff up completely. We need an army on covert operatives and they need to learn some tradecraft to communicate in a secure way. Encryption is not the way, as we have seen with the Clowns owning SecureDrop via murder, and Snowden's Clown crew compromising the Signal app.

So, Q is teaching us how to hide messages in multiple separate information streams that can only be decoded by someone who knows where to look and when. And what to look for like the time sync stuff. The Soviets have done this for decades with their numbers station sending out a stream of seemingly random numbers from Center. Agents in the field know which days and times to write down the numbers and decode them with the pages of an innocuous book. This is like a one time pad. It cannot be broken short of finding the agent (very hard to do) and torturing the secret of the book and the dates/times to listen.
