I saw some massive flooding and landslides in 2008 in Santa Catarina, the state to the north. Not uncommon, but infrastructure in these places isn't built to last. What is there creates a false sense of security and then people start to build near it. Over time, shitty retrofitting and and "upgrades" are put in place but it was always just a question of time. There's way too much of it for the commuofascist government to manage it all. Money and short-term thinking led to this. The flooding is periodic, maybe even fairly rare to this degree, but don't get distracted with "force major" narrative here. These disasters are the hand of man.
