Where does one report a violation of "Conspiracy against rights"?

"If two or more persons conspire to injure, oppress, threaten, or intimidate any person in any State, Territory, Commonwealth, Possession, or District in the free exercise or enjoyment of any right or privilege secured to him by the Constitution or laws of the United States, or because of his having so exercised the same" … "They shall be fined under this title or imprisoned not more than ten years, or both …"
Anon has a situation in which two or more persons conspired (in writing, topkek) to threaten and intimidate; these persons also took physical actions which are documented, violating anon's rights, and also, they did so because anon exercised anon's rights.
It's a federal statute. So seems a federal 'case'? It's a criminal violation so anon shouldn't need to pay an attorney, right? Just report what happened, with evidence, to the correct authorities?
So, if that's accurate: which are the correct authorities?
