Did we know that Washington DC is also known as New Columbia? In its effort to become our 51st state New Columbia has writen its own constitution. The first PDF below is that constitution. Leading up to the crafting of the New Columbia Constitution was the passage, by Congress, of the District of Columbia Home Rule Act, in 1973 (pic 1.2 related).
