He can get his reporter creds back as long as he doesn't post in a locked Meta thread. So can any other baker who cares to ask.

Only happens when one or more posters decides to use it for target practice. Then it's temporarily locked to break up the pattern. If there is a pressing concern, can be reached by email (see address on META OP).

Anyone who acts like a responsible baker can be Reporter. Done by email bc requires a passcode, as you know.

Reporter just means a status that allows for extra long posts (good for notables) and to post in a locked thread.
Developed for Jim's news board where Reporters posted reports from their localities in locked threads to keep our unauthorized users (shills).
