You need good, dark skies and need to avoid anything other than red light to get the best views. Takes about 30 minutes to get fully dark adapted if you avoid the white light. Best time is typically around or after local midnight and after moonset. Moonset should be just before 10pm local tonight which also coincides roughly with beginning of astronomical twilight (dark) for mid-northern latitudes.
