how large are districts? define occupied? define belligerents?
i would think a group of individuals disrupting enough commerce and freedom of movement to leave a district non-functional would constitute a rebel occupation. as occupiers, the rebels become the pseudo-government of that district and if district citizens' individual rights are being infringed upon by the rebel occupiers then a state of war exists between the rebel occupiers and the next higher governing body.
of course...it could work both ways...if one wanted to force the issue.
