If the memo reinstated Sessions, and implicates Rosenstein, Rosenstein must be removed by Sessions. His removal blocks Mueller and sets up path to fire Mueller. The red line is a point of no return. At first I thought it was an indication of a step too far for white hats, but given all the pieces in play now, and how significantly this will further neuter Dems, I think this is the red line drawn as a warning to Dems that the shit stops here.
