Why is the GOP Speaker of the House extending an invitation to god-emperor Netty to address that burgeoning herd of ball-less steers in Congress?

Does Mikey want Netty to pat him on the head? Or does Netty want Mikey to suck his dick and give him more money?

As an American, I don't and won't recognize the foreign leadership (or is it ownership) of all those bawling steers in the Congressional stockyard.
