Q did say no deals, but POTUS will not do anything that will cause prolonged negative impact on:

The average person
The chimpout that would occur as a result of Hussein prosecution is so severe - it will be like the LA riots on steroids in all major cities.
It would also halt productivity.
I don't think it's the case but it's not a terrible guess.
He avoids the chair, goes off quietly.
It's not like he comes from a criminal dynasty ala the bushes etc. He literally was a plant/face.
