I assume that billboard is for a Hong Kong "night club". This is the kind of place where you go drink and play games like dice while hanging out with the scantily clad pretty girls of your choosing. Presumably if you are looking for that sort of thing, there are more expensive services on the unofficial menu. Why do I know? Communication break down... my friend and I wanted to go to a night club (american style) and they took us there. Was very funny actually. Back to my point... the largest concentration of these clubs I believe is Tsim Tsa Tsui touristy area, which is not too far from the Kindergarten area.
