I believe we have far more advanced stuff than is let on… But it's not like he ever expected to be fact-checked. The subject of black programs has always been a blank screen against which to project dreams and then try and catch up to those dreams.
The state caught onto this fairly early. Tell the people that you have magical technology under lock and key, and the curious with lap at your heels to try and be let in on it. Others will outright assume you have magic, and fall into worship.
