Otherwise. he thought they could get away with it. The updated report had to fix the timeline on how it might have been used on Seth, once they realized he was successful getting materials to Wikileaks.
In fact, that started a whole series of coverup activities. The DC Police Chief retired for a plum job at the NFL 3 weeks later.
