In 1986, Mordechai Vanunu, a former technician at Dimona, fled to the United Kingdom and revealed to the media details of Israel's nuclear weapons program. He went on to explain the purposes of each building, also revealing a top-secret underground facility directly below the installation. The Mossad, Israel's secret service, sent an agent named Cheryl Bentov (née Hanin) who lured Vanunu to Italy, where he was arrested by Mossad agents and smuggled to Israel aboard a freighter. An Israeli court then tried him in secret on charges of treason and espionage, and sentenced him to eighteen years imprisonment. At the time of Vanunu's arrest, The Times reported that Israel had material for approximately 20 hydrogen bombs and 200 fission bombs by 1986. In the spring of 2004, Vanunu was released from prison, and placed under several strict restrictions, such as the denial of a passport, freedom of movement limitations and restrictions on communications with the press. Since his release, he has been rearrested and charged multiple times for violations of the terms of his release.

Yet the United States had inklings that Israel was up to something. In 1958, a U.S. diplomat in Tel Aviv learned from a conversation with Bergmann that the Israelis had a reactor project underway. But no one followed this up. The next year, in mid-1959, Richard Kerry (father of future Secretary of State John Kerry), a political officer at the U.S. embassy in Oslo, learned that Norway was selling to Israel 20 tons of heavy water, a key ingredient for the Dimona reactor. As the United Kingdom had an excess stock of Norwegian-supplied heavy water, the British secretly shipped it directly to Israel. This permitted the Norwegian company NORATOM to make the product available without needing political clearance from top levels of the Norwegian government. Kerry’s report back to Washington went to the mid-levels of the Atomic Energy Commission and the State Department. Although the Israelis pledged peaceful use for the heavy water, there is no record that the report circulated at high levels, let alone that it raised questions by Secretary of State Christian Herter about what the Israelis would be doing with heavy water and a new reactor.
Vanunu, immediately upon his release from prison in April 2004, said that he did not believe "Cindy" was a Mossad agent: "She was either an FBI or a CIA agent. I spent a week with her. I saw her picture. Cindy was a young woman from Philadelphia."
