A U.S. fast-attack nuclear-powered submarine arrived at Guantanamo Bay in Cuba on Thursday

A U.S. fast-attack nuclear-powered submarine arrived at Guantanamo Bay in Cuba on Thursday, a day after a Russian navy fleet that also included a modern submarine pulled into the port of Havana ahead of Russian military exercises in the Caribbean that are raising tensions in the region.

The U.S. Southern Command, based in Doral, said in a statement that the USS Helena was in Guantanamo Bay in eastern Cuba, where the U.S. has a base, as part of a “routine port visit.” The Southern Command noted that “the vessel’s location and transit were previously planned.”

One Southcom official told McClatchy that the Helena’s movements were scheduled before the United States learned of the Russian deployment plans. The Navy saw “no reason to alter previously planned, routine activity in response to Russian activity in the region,” the official said.

Massachusetts Senate passes ‘Hero Act,

SPRINGFIELD, Mass. (WGGB/WSHM) - In developing news out of the State House in Boston, the State Senate passed the Hero Act this afternoon to add support and services for veterans here in the Bay State. This comes after the House approved a similar measure last month.

The vote was unanimously in favor. This bill includes increased access for veterans to receive behavioral health treatment, creates a pilot program to support same-sex women veterans who have been denied VA benefits and modernizes statutory language for inclusivity.

Here’s a look at some other initiatives the bill offers:

An increase in annual property exemptions, a waiver of license plate fees, and amendments to Chapter 115 that will allow reimbursement for mental health appointments including co-pays associated with mental health conditions.

State Senator John Velis introduced the bill and spoke about what this bill means to Massachusetts veterans, saying, “These veterans and their families deserve more than parades on Veterans Day. The families of our fallen deserve much more than support on Memorial Day. That is why this legislation and the commitment from the men and women in this chamber is so important.”

The hero act was originally proposed by Governor Maura Healey last year. Now, a conference committee will work to combine the house and senate bills into a final version that would go back to the house and senate for final passage before the end of session next month.

Veteran city prosecutor accuses L.A. City Atty. Hydee Feldstein Soto of legal, ethical violations

A veteran city prosecutor filed a legal claim on Thursday accusing her boss, Los Angeles City Atty. Hydee Feldstein Soto, of retaliating against her for reporting “legal and ethical violations.”

Michelle McGinnis, who until April was head of the city attorney’s criminal branch, alleged in the claim that Feldstein Soto based some decisions about who should be prosecuted on “personal relationships” or “perceived political gain.”

At one point, Feldstein Soto told McGinnis that she wanted the office to stop prosecuting corporate defendants, according to the claim. At another, Feldstein Soto singled out a protester for prosecution without following proper law enforcement procedures, the claim stated.
